How do I start a war?

The below screenshot is from the Bungk system. The Hand Gang of the neighboring Pukkeenat system entered the system months ago, and is currently at 45.3% influence, while the controlling faction stands at 31.5% influence. As far as I know, war erupts when the controlling faction is surpassed by another faction in terms of influence by 5%. Now, considering the stranglehold the Hand Gang has on the system, it seems as if they may have been procedurally generated this way. Is there a way around this?

My plan is to help the Hand Gang of Pukkeenat invade Rolland Vision (Bungk's station) and take it for themselves. Recently, they have been asking for weapons - Is this the prelude to a war?

EDIT: Apparently, ~2,095,868.826 people support the Hand gang of Pukkeenat, while only ~1,457,392.23 people support Bungk PLC. Boo yah!

I think the influence needs to be similar in value to trigger the war. From what i know missions that ask for weapons increase civil unrest, and that would only delay the war you want.
 
Civil wars start when the % are close, but I think it's buggy atm. In my home system I can change the influences by +/-40% just by choosing who to do a few missions for. Apparently, we're currently recovering from a war, that never happened because all the factions had their influence change by massive amounts in one week. Last week every faction was in a Boom state, even the ones with 0% and 1%. And yet there doesn't seem to an acknowledgement that there is a problem.
