How do I switch between outputting LOCAL or SYSTEM in chat?

If I've put all my chat streams into main...

How do I select how to output my message via LOCAL or shout it out to SYSTEM?

Any ideas?

I'm thinking that's broken at the moment. I couldn't figure out a way to switch it, either.
