How do people get 2.0 SteamVR SS, high shadows and stay above 90FPS using a 980ti?

Ignorant question here...
I don't use Steam for Elite. I just use the Frontier launcher.
Is it possible for me to give SteamVR SS a go?

If you have a rift there is no need, it would then just run on top of the oculus runtime and slow down performance across the board.

When you're newer to VR you can also tend to think it's running a lot better than it is.
...
I think the 2.0/980 guys are either lying, or don' realize how bad a game is running for them.

I think this is right. I can say this is how it happened for me. ASW works so well, that it's easy to think you're getting a steady 90 fps, either without noticing the ASW artifacts, or noticing them but not understanding what they are. I saw the artifacts when I got started, but thought it was the game's fault, until I looked into how to tweak the settings and so forth. Not everyone will take the time to understand what's happening.

Why are people using SteamVR SS when there's an in-game setting for it?
SteamVR SS is tied in better to the GPU than any game or program (in theory.) So using SteamVR SS is more efficient, again, in theory. You may find exceptions to that with a really well programmed game that uses core processes very well. However, off-loading the workload directly onto the GPU with Steam VR is more efficient than the game doing it.

YMMV.

Right, same for me. I had a 1080 already and believed ED ran well, I loved it and stood by how it looked. I eventually upgraded the rest of my PC and went from relying heavily on ASW to being able to run at a smooth 90FPS... I couldn't go back

pretty much said, but yeah perhaps some of the people using 2.0 with debug tool are running in game ss of .65 (that's what I do)

Also, when running the hud performance monitor, with a 4.4oc skylake i5, the bottleneck is the cpu, not the gpu (at least in extraction), I've heard from multiple that an equivalent i7 is an improvement.
