I recently made a little step-by-step instruction for someone else, so it might fit here just nicely :

This is how you enable and use it :
1) Check your Control Configuration to see or change what Hotkey is assigned to it

(I don't remember what's the default key, I set it to the "0" on the Numpad of my Keyboard)

(Pressing it will give you a Warning, as your Ship is non-controllable while in Debug Cam view - if moving, it'll normally keep moving)

After acknowledging the Warning Message - simply press Return key - you get into Debug Cam view.
The Debug Cam is controlled exactly like your Ship is setup in terms of Flight Controls.
Joystick will rotate it left/right/up/down.
Vertical/Lateral Thruster keys will move it left/right/up/down.
Throttle forward/backward will move it forward aft.
You'll find that it keeps a minimum distance to your Ship or SRV, but can clip into other surfaces if present.
Just fool around with it while stationary (safe) anywhere and you'll quickly get the hang of using it.
Pressing the assigned Hotkey a 2nd time will instantly return you back to the classic Cockpit view and you'll regain Control of your Ship/SRV.
Just remember - while in Debug Cam view, you have zero Control over your Ship or SRV.
The Default Screenshot key is F10 (I believe I never changed it).
The Screenshots are being stored in the following Directory on your Main Harddrive :
C:\Users\[YourWindowsUsername]\Pictures\Frontier Developments\Elite Dangerous
Small note :
In Open Play or Group Mode, Screenshots will be in the Resolution you play in.
In Solo Mode (and only in Solo Mode), you can additionally press ALT Key + F10 to generate a High Resolution Screenshot (huge!) if you wish.
Pro hints :
- when pressing the Hotkey to enter Debug Cam, the Ship will continue any Control Input you had at this time
- Throttle forward at the moment will have the Ship keep accelerating
- Pitch/Yaw/Bank inputs at the moment will have the Ship keep turning/pitching/yawing
- with deployed hardpoints, having a Weapon fire button pressed at the moment will keep the Weapon(s) firing continuously for as long as the Power Distributor can keep up with it
Above can make for some more dynamic looking Screenshots, if done right.

(Trigger depressed while entering Cam - there's your Shot of the Ship firing its Weapon... Depending on the Weapon, requires lucky timing to get the shot at the exact right moment. Typically means spamming Screenshots and then selecting a useful one out of the many ones taken)

So with a bit luck, the right scenery and (possibly) the right timing, you can get your nice Shot... Be it in the Ship or the SRV.
