how do voice comms work?

I tried to activate them with a friend. but they keep ringing. we got active on my end but ringing on his he couldnt hear me..

is there a step by step explanation pls?

we mhagve a disatnce of 100 Ly between us if that matters...

A few people seem to have this issue, but no answers as yet. As pointed out in this thread https://forums.frontier.co.uk/showthread.php?t=63651 it could be why some cmdrs seem ignorant when conntacted in game
