Apologies if this is a stupid question, but how do you bounty hunt pirates. I can't figure out how you go about it, how do you find pirate players, how do you track them down, etc ?

You're talking about the missions to assassinate a target?
In the transactions list on the left panel you can open each mission to find the system the target is in. Jump there and perform a system scan or drop out of supercruise at the nav beacon and scan that. You will then have information on the body in the system the target is at. In the new update it will also be a selectable destination in the list of system bodies.
You may also find your target flying around in supercruise and you just need to scan it. This happens automatically when you face the target, no button presses required.
If they are pirate targets they will often interdicted you which makes finding them easy. If you take missions to hunt down deserters they will run from you. You will need to use a frame shift interdictor to catch them.

With big guns and a fast ship.
This, mostly; just when you're getting complacent you'll come across a ship, or a wing, that actually poses a threat (mostly because you've become complacent) this teaches you how to run away. (Or how much 5% of your ship's value is in terms of your current credit balance.)

To start off with I found HighRES sites to be best. Some decent bounties and the odd 300,000+ cr Anaconda, with backup from the system authorities if things get too heavy.
