I happened on one of these the other day, and it was an excellent source of wanted authority style ships, but I can't remember which system it was. Essentially, there was a local power whose ships were clean, and a bunch of other power ships behaving like thugs (wanted, and constantly saying stuff like "got anything to donate" without actually attacking me).
Can someone who plays powerplay tell me how a nav beacon instance ends up like that so I can figure out how to find one on demand?
