So, I am only seeing 2 ranges of Assassination missions - one range is approx. 40k-50k reward and those are always (well, sample size: 4) Orcas - very easy if slow to kill (big hull). The other range is approx. 150k-170k reward - those are always Elite-rated pilots in an Anaconda which I cannot handle. This is fine; I'm not experienced enough to take on an Elite-rated pilot in a big ship like that. But I'd like to find a wider range. Where's the Vipers, Cobras, Asps, to say nothing of the smaller ships, Sidewinders and Eagles? Is it just totally random, and my luck sucks, or is it based on something else?

you basically need to bounty hunt to kill smaller targets, usually in extraction zones as they tend to arrive in a nice supply in those. Sometimes you can get a bounty to kill X pirates in 3 systems, and can achieve this at the same time as bountyhunting but really for assasination targets you've spotted the only two i've seen.
I should mention the 150k+ missions aren't always an elite anaconda, i've seen dropships and strangely an orca too.
