how do you get the contraband package ?

Title, how you get contraband package for Archon Delaine ?

Should be able to grab it from Power Contacts(Located in Contacts List) whilst docked with a station controlled by him. I grabbed mine from Harma the Capital but i think you can grab from anywhere controlled by him.

okay so you have to buy them from the capital then transport them into the system who require them ?

yeh pretty much, no purchase necessary though you just simply grab em and deliver them.
