How do you locate pirate stations?

I assume you mean stations owned by an anarchy faction? In that case you can filter the GalMap for anarchy systems. The controlling station in such a system will be owned by an anarchy faction.
However, in any system that has one or more anarchy factions it is possible that they obtained ownership of one of the other stations. In that case you can not find them via the GalMap anarchy filter but in EDDB you can search for them here: https://eddb.io/station if you set the 'Governnent' field to Anarchy and the 'Min Landing Pad' field to M or L depending on the size of your ship.

Oh yes. I forgot that anarchy stations were the dodgy ones.
I'm trying to find outpost scan / skimmer or genny destruction missions.

If you're talking about pirate activity zones, you can find them in systems in civil unrest or systems in lockdown. They can be found near planets but only show up in your nav panel if you're within 999ls of them.
If you're talking about those outposts with red scull rotating holograms, I don't know how to find them 
Those are the only real pirate stations if you ask me! Too bad lot of them are controlled by some corporations thanks to BGS and not real criminal factions. They should at least turn off the pirate hologram, it's bad for the company image.
