Players don't "own" minor factions, they simply petition for their creation and have a bit of a say in the faction's backstory, superpower affiliation and government type. The moment a PMF gets officially added, the player group and the minor faction become completely separate entities - one a collection of like-minded players and the other a completely unaffiliated minor faction that simply shares a name. Adopt it just like you would any other faction, regardless of what any other player might wish.
Players do 'own' minor factions. For instance, say I get a faction created and I notice an error in the description then I'm teh one who Fdev listen to re the change. You could not for example request Fdev t change the description of someoneelse's PMF because you do not 'own' it.
A PMF that hasn't seen concerted and focussed action in its support for a certain amount of time should be removed, IMO.
It will be an interesting discussion to determine the criteria, but I don't see a coherent argument against it.

Just remove the arbitrary limitation that factions cant be in retreat if its their last system for player factions. Done.

Descriptions? Where do you see PMF's descriptions? In game somewhere? I have one and submitted a description but have never seen it written anywhere in game![]()
When you select them on the galmap. Many lore systems (sol, lave etc) have descriptions, and so do many starting systems of player factions.
