How does one buy from a weapons dealer?

In many stations when you are docked, select starport services and then outfitting.

Not all starports have such things.

well, not sure if it would work for buying from them, but i have unintentionally gotten within touching range of the tech dealer npc and the tech gear in my cargo hold was sold to him.

try getting right up next to them maybe

I've seen a few like that but they were some tech company or something. I assumed that maybe it was intended for pirates and if you had a cargo scanner and limpet, you might find a cargo hold full of goodies you could attempt to abscond with. Since I have neither equipped on my bounty hunting Cobra, I haven't been able to find out.

If it is like the other dealers, then that will not let you buy from them, only sell to them.
