How does one start a CG?

I've scoured the forums some, (ab)used the search and am still coming up empty. So I ask randomly out there:

I'm an officer in a faction that would like to run a community goal, a little heartwarming humanitarian something we Angels were known for. But my contacts are failing a bit, so I'm wondering if there's a process 'out there' for proposing a CG to our lovely devs. If anyone has advice on that, I would love to hear it. (Our faction even had votes to find the most popular CG ideas)

And I heard this ghastly rumor that they're maybe not letting more CGs happen for a bit? Please tell me it's false.

The Devs start the CGs. Try emailing them with your ideas, they might make it into the game.

And post the ideas you email. Some forum support may persuade them to do it. (What?...I can dream )
