Is it a flat bonus for base value or is it cumulative with first discovery bonus? (i.e. an object worth 1000 is worth 1500 with first discovery bonus, how much is it worth with Sirius bonus on top)

Is it necessary to be pledged to Sirius (some faction bonuses aren't power specific).
