How does this mission work? pls help

ive found a very profitable mission at the giraud hub in rirauta sstem or whatever its called,

an an dipomat got his bag stolen and i was requested to get it back, found the pilot whih stole it took him down he let it go and i picked it up.

now im back and try to get the mission done but my bag doesnt count it is illigal and stolen and somehow i cant give t to them

pls i have no idear what went wrong

Are you definitely in the correct station to hand it in? What does the bulletin board say when you try to finish the mission?
