How Exactly Does Privet Upload Work on Frontier Workshop

I know stupid Question but I am just asking as my Friend is getting the game and we want to work on a park together by sharing the file back and forth but. I am not sure how the privet upload works. If I upload it as privet how would he get the file and then if he uploads it I get the file. Cause I do know from experience I uploaded something then cause of som issues I had to reinstall the game and I had to go to the website on pc and favorite my own creations to redownload them. Would this be the case with privet uploads having access on a PC cause that will kinda stop are idea as he does not have acess to a pc
