How far will Apex Interstellar go?

According to Frontier information from Frontier at a recent streamers Q&A, Apex will travel anywhere within the bubble, but not outside of it.
I'm not sure how that will work when in Colonia etc.

The Apex Adder has a 23ly jump range, if it could go to Colonia it would take a long time. Probably die when it jumps into a system with a neutron star. You might have to go back to the start if you lag out.
That doesn't make sense.
Rather than jump on a ship and then be carried back, leaving his ship at Sag A, he would be better off looking for a passing Carrier and jumping onboard - Vogon style.
That way he can see the galaxy one jump at a time, never knowing where he'll end up. (and listen to the poetry if he wanted)

Or just join the fleet carrier owner discord and look up what carriers are making the Sag A* -> bubble trip in the near future.
I guess what that means in practice is that Apex has a short maximum range limit (say something like 20ly) and it's only available it there are any destinations within that range. If this is the case, Colonia and other mini-bubles will have Apex as well.
My understanding is that Apex can take a player from one side of the bubble across to the other. But not outside of it.
Across the bubble by (unengineered?) Adder ... now, is that tempting? 
Depends on the quality, and how much you're willing to pay.

Because I very much think that each Colonia Bridge megaship will eventually lead to mining and research settlements and other stuff springing up in nearby space, sort of like railroad settlements in the old west. Set up a stopping point and next thing you know a little town pops up! You don't think they are just going to drop the megaships in and just leave it?
