I'm sure many CMDRS have posted something similar, but this is just one more post that hopefully one day will be found by someone searching with the question, "I've reached 100% Lord rank but haven't been promoted to Baron yet. What am I doing wrong?". The simple answer is that you're not doing anything wrong! What you need to look for are missions with the words "Imperial Navy [next words vary]". Pick up the mission, complete it and you'll get a message congratulating you on your promotion to Baron.
This is how I just did it, after much fumbling and I hope that CMDRS in similar frustrating predicaments to the one I was in will find this post and act upon the advice.
