Once you have built your primary starport (and put your blood, sweat and tears into doing so), i think the building loop should be self sustaining.
ie
You build a refinery in your system, and every new thing you build automatically gets CMMs/Aluminium/Steel shipped from the refinery as it is generated.
You build an agri settlement, your food and veggies automatically gets shipped to new things you build as they get grown.
That way, the main hit is mostly from your first starport. when you start building generating bases (agri, refinery, mil, tech) then the resources they generate get fed into your other "under construction" things in the same system. thus you almost get a "skill tree" - once you fill out the skill tree (with the different types of commercial ports) the system becomes almost self-generating, with you just deciding where to put new stuff.
would also solve the materials bottleneck we have currently, too many players all trying to grab the same resources. the need for them would get less and less the more bases you build. and Administrators wouldn't need to jump their carriers so much (or trying to lol), thereby helping take the pressure off timeslots too.
just an idea. it's probably too late in the design process to change it now, but if it DID work like this then there would be much more of a time/reward ration for players. at the moment the reward is some tax credits? eh, if you're rich enough to build a Colony you don't need credits
