How many merits for rating 3 do I need?

You need at least an extra 300 merits.
You're good. You'll be rating 3 next cycle without additional credits this week. You'll have to get about 300 a week to maintain it from next week on though
You'll lose half of what you earned during the week, the other half carries over, and then a quarter of it will linger into the second week, then an eighth in the third week. It all stacks up as you earn merits each week. If you earned 750 all in one week, when the update happens you'll have 375 carrying over. Then you need to earn 375 more to maintain rank 3. The math gets fun after that, but basically you'd have to earn ~400 a week to guarantee you maintain rank 3.
EDIT: If you only care about holding rank 3, here's how the math works
Week 1 - you got 750 marks. Done.
Week 2 - 375 carry over, you have to earn 375 more.
Week 3 - 187.5 from wk 1 carry over, 187.5 from wk 2 carry over, you have to earn 375 more.
Week 4 - 93.75 from wk 1, 93.75 from wk 2, 187.5 from wk 3, you have to earn 375 more.
Week 5 - 0 from wk 1, it's gone. 46.875 from wk 2, 93.75 from wk 3, 187.5 from wk 4...NOW you must earn 421.875 merits to maintain rank 3
You can keep doing the math, but if you'll average 400-425, you're gold.

Its 800/week continuously for four weeks to earn/keep Rating 4, and 5350/week to earn and keep Rating 5.
Does this mean that before this cycle ends, I will need to earn 750 credits. When the next cycle starts, I will then raise from rating 1 to rating 3 with have a total of 750 merits?

Yes, if you pass the 750 mark, you will be granted Rating 3. You'll collect no salary for Rating 3 until the end of the week (your salary is paid at the end of the week).
After the tickover, your overview screen will say;

I think what might be confusing you is that the level does not kick in until the end of the cycle. You don't achieve rank 3 as soon as you have 750 points during a cycle.
You currently have 750 points so when this current cycle ticks over your rating will change to level 3. Simultaneously your points total will drop to 375, because that's the merit decay, but you will be at level 3. Now, if you do nothing in that cycle you will drop back down to Rating 2 when it ends, because you no longer have enough merit points to sustain Rating 3. You would need to make up the missing 375 points so you have at least 750, and then you would stay at Rating 3.
All you ever need to do is make sure you have sufficient merit points to equal the requirement for the level you want at the end of the current cycle, and then once it ticks over you will have that level in the following cycle.
With 750 mertis you don't need to do any more. You're all set to get your poked hive of angry wasps.
Here's a curiosity though. I joined Sirius on the 27th last month, so little over one week ago. Gained 1509 merits in time for last Thursday's tickover. Result was instant rank up to 4.
Now, I was expecting my merits to have halved, but total carried over from last week is still 1509. Strange. Won't complain though, as I've got too many other things to do to partake in the grind at the moment.

Where'd you read that about top 50%?
As I understand it once you have been signed up for a month and get to rank 3, the weapons are available to buy from stations in Sirius' domain.
If you drop rank, leave or defect, they are no longer available to purchase, but any you do have are still yours to use. You can use the buyback feature of outfitting to move the weapons between ships even if you've long since walked away.
