If I occupy Lunevile and Nanci. One region will remain completely surrounded and cut off. (Is between them and in the middle)

The official term is "island" which describes a force or territory completely cut off
Short answer, Yes, they will starve, and the territory will become yours without having to order an attack

Long answer
Each turn they remain surrounded they will lose 1 star. Once they completely run out of stars they will surrender. An "island" may not order an attack. An "island" may only defend. Infantry in an "island" will respawn back in the capital city (Paris for france, Kreuznacht for central, Calail for british and expeditionary forces, the spot next to paris for the americans.)
Tanks, siege artillery, airplanes, will all be destroyed and the AI (or you) will need to buy new ones.
oh, and for the infantry you will lose gold as though they were destroyed in combat.
You can use the map edge to surround an enemy as well.
