I been grinding local missionsto get rep to get navy missions, but when they do come and I do them nothing happens, I done round about ten twelvish but I gone up two ranks, what else do you do? seems a bit slow.
I heard its bugged but this shouldnt be hard to fix right? so maybe its not.
I do not recall FD ever admitting/agreeing that the system was bugged and would be fixed - that suggests to me that they know it isn't and that we (as a general gaming population) haven't fully worked out what to do to trigger them.
I have not seen any evidence that the system is bugged only that it takes varying amounts of time before you get the next ascension mission and that the rewards (ships and permits) also seem to vary.
Not saying it isn't bugged, only that (perhaps) people don't fully understand what you need to do to trigger the next rank mission.
You seem to need to do more faction affecting things (like trading or missions) before the next ascension mission as you rank up. I found doing missions for only one minor faction in a system helps increase your faction with them - when you get them high enough the missions tends to show.
I found both trading missions (if running several at once to the same station for the same faction) and pirate kill missions both seemed to help faction rep the most.

Post 1.3 it's bugged at the moment. I've done about 8/9 fully Empire side and have not moved on from Knight.
Yet I did 3 ascension missions the other night (after several weeks of work on minor factions in four systems) and got from Count to Earl.
