How Rare Is Electricae?

I have sold enough bio data to be Elite and I have enough bio data to sell to rank up to Elite 1.

I have yet to scan any Electricae.

How rare is this type of bio data?

Every ice body I find with bio only has bacterium and fonticulua. I have also been on plenty of ice worlds with argon atmo with gravity @ 0.27 or less and according to ED Wiki these are the conditions on ice bodies required to find it.

Also according to this spreadsheet it is everywhere given the right conditions on the ice body.

It seems you've misread it: "everywhere" is under which regions it can be found in, but more importantly, there's the crucial information (see Notes) that they only spawn within 100 ly of nebulae. The Codex says this as well, it just doesn't give the distance requirement.
As long as you are around nebulae, Electricae Radialem aren't difficult to find. Also, any nebula will do, even planetary ones.

As for Electricae Pluma, those have a star requirement instead.

"around bright white stars (luminosity V+)"

Does this include F V stars and B V stars or is this only Neutron stars and White Dwarfs?

I have scanned icy bodies in F and B star systems and the icy bodies meet the temperatrure, gravity and atmoshere requirements, but no Electricae Pluma ever spawns.

They also have a material requirement, depending on the color of the bio.

For example here's the entry in the Codex Companion for Electicae Pluma - Blue:

It requires Ruthenium.
