What frontier could do to fix the pvp is by have grade 1 versions being able to be available in stations even if you don't have horizons and keeping people who can't or can't be bother to can get the basic versions of the engineers upgrades but keep the grade 2 and up engineers only so it's still work the work and to ballence the horizons and base game pvp differences
The imbalance you're talking about seems to centre around people who can't be bothered to use a game mechanic that is as available to them as it is to everyone else, and is suggesting a bypass.
The people that haven't bought Horizons are entitled to their choice, but they aren't entitled to content paid-for in the Horizons version.
