How to become smuggler catcher?

Is it now possible to catch smugglers and get reputation gain for it?

Today I found Sidewinder in USS and he was clean. However after scanning his cargo I found slaves x 3.

How to report such a crime?

Because I did not know how, I used limpet (got fined 100 cr) and siphoned the slaves out (he had no shields). I let the sidewinder go, he did not shoot at me.
Slaves were sold in nearby black market for about 5000 cr a piece. But if reporting smugglers would be possible then I would not do such a thing, I swear!

I may be wrong in this, but if they carry illicit cargo a kill warrant scanner may be needed, as I've found through personal experience they will be wanted by someone.

i have seen a couple of missions to go after smugglers, maybe you can gain rep that way?

Wait for all you know he was legally carrying slaves. They are allowed in some areas and well not so much in others. You take the possibly legal slaves, and YOU SELL THEM, YOU SELL THEM INTO CONTINUED SLAVERY!! The black marketeers will not free them. There are missions to free slaves, check democracy stations.
