How to Bring a Superpower Presence to a System Without Powerplay Influence?

I’m looking for some advice on how to bring a superpower presence (Empire, Federation, or Alliance) to a system that currently has stations but no Powerplay influence within or around it. I’m aware of some of the basic mechanics of influencing system allegiance, but I’d like to know if there are specific steps or strategies to make a superpower show interest and eventually claim the system as part of their influence sphere.

Has anyone had success in this area, or can anyone share tips on what might attract a superpower to a neutral system? Any guidance on missions, reputation building, or how to align stations with a superpower would be greatly appreciated.

I'm not sure exactly what you're asking, so to be clear, BGS (minor factions) and Powerplay (leaders) are almost completely separate things. Minor factions and PP leaders can both be superpower-aligned or independent, so you'll need to define what it is you want, exactly. "System allegiance" could refer to either, though usually we use it for minor factions.

BGS: If you want to bring an aligned minor faction to a system, you have first make sure the target system is not capped on minor factions and push a nonnative faction out if so. Then you need to expand your desired minor faction one from their source systems to the target system. Difficulty may vary.

Powerplay: If you want to claim a system for a particular Powerplay leader, first the system needs to be within 20 Ly of a fortified system or 30 Ly of stronghold system, then you need to earn enough merits in the system to push it past the control threshold.

And for the record, superpower navy ranks are not related to powerplay at all, and are only related to minor factions in how they provide missions that increase rep and rank.
