How to bring in an empire faction

lets say i found an system thats 700 ly's away from main cluster of factions and it has feds and independents. The independents own the system while feds are minor and 0 empire minors. How does one move in empire into a system? or is it impossible?

As of right now, it's not possible. Theoretically you should be able to pledge to any power you want and help them build their powerbase, but that feature is not yet implemented, and frankly looks unlikely to be at any time in the near future.

Edit: Sorry, which is to say you could pledge to an Empire minor power and expand it into neighbouring systems, thus gaining an Empire power in a previously non-Empire system.

I think this is possible but not while keeping it an oasis. It would take alot of effort and you'd have to extend a minor faction one system at a time towards yours.
