So I was building saw the ride yesterday, and I was wondering, where do I download the scenery packages for it? Off the RCT site or from 3rd party sites? If anybody could help me out that would be gratefully appreciated!

There is also ShyGuysWorld; it had a metric load of custom stuff too!

Yes, CS Depot is a great place to get custom scenery or "CS".
Download the set and you will see an unzipped file icon, right click and copy this folder...
Then, you want to go into your "programs" list, select Atari and right click on the RCT-3 and select "open file location"
Now, you will see a bunch of folders listed, open "style" and then open "themed" and paste the copied custom scenery folder into that.
One thing about custom scenery sets, some of them will lock up your game when you open them during play to use them... I've had about a dozen do this... it's dissappointing, but will not harm the game and can easily be removed.

This happens usually because you've installed the scenery files a folder too deep (or more). For example (and pay carfeul attention to the addess bar):
