So I'm flying through hyper space and see those moving blue dots. I scan them and it's an NPC. How do I do it so that I can get out of hyper space and engage them? Is this even a thing?

You need to buy an interdictor for your ship.
Then while in supercruise approach them from the rear and deploy it when it comes the ships gets within deployment range.
Then you go through the interdictor sequence with you trying to keep them within your target reticle. You want your blue bar to grow, while the red gets smaller. Then they will either submit or you if you win pull them out into normal space.
