You have to keep running missions. It will trigger an invite in your inbox at some point in the Cordial zone. I think mine was half full.
With wrong advice like this you'll never get the permission.
If you are cordial with the Blue Mafia they will offer a mission at Paradiese Hideout with a name like Engineer Invitation. You complete this mission, then you'll receive the invitation message from Lizzy.
I don't know if this mission is availabe at all stations in the system, but I know it is at Paradiese Hideout because I got it there.
Even if cordial it will not be there in an instant. Maybe can be forced by mode switching, don't know, didn't try. Instead I did 2 other missions for the Mafia guys in the time, and then the mission for the engineer turned up.

Try going to the station not the planetary base. That worked for me.
Well, then there's the 200 (IIRC) Landmines you need to bring her!
Don't 'refresh' missions. DO missions.
I managed to get the invite mission at Awyra Flirble this morning.
Somewhat annoyingly I'd been grinding Blue Mafia rep from Gill Point and Mitchell Depot (the only two Blue Mafia owned stations in the system) for days now (hadn't actually occured to me that Blue Mafia would have missions givers at Awyra Flirble - doh!). I'd been Cordial with them for a while and had just assumed it was bugged and that maybe I need to get to the next level of rep'. Suddenly, on a hunch, I went to Awyra Flirble instead (which is owned by Eurybia Empire Consulate) and low and behold there was the mission.
