How to get permissions in this game.

As the title says, I wonder how do you get permissions to get to certain systems like Sirius and Sol? I wanted to go the Earth, but only found out when I got within touching distance that I nedded a permission to go there, so how do one get said permission(s)??

For Sol permit you have to rank up with the Federation.

I have reached rank of ensign with the federation and now have 6 system permits
