Aisling Duval still gets Prismatics first
but that might not be the quickest way to get them for you personally.
The reason is that you get a 50% bonus for doing the Power's preferred activities, so if you didn't like Duval's preferred activities (or they happened to be inefficient) you might be able to get to a higher rank with a different Power quicker.
So for Aisling Duval, Prismatics are rank 34 (247000 merits). The other three Imperial Powers get them at rank 50 (375000 merits) which is about the same amount of actual work if you want to earn those merits by doing an activity they prefer but Duval doesn't. All non-Imperial Powers get them later than that ... Winters gets them fairly early still at rank 57 (431000 merits) so if you like Winters' preferred activities and have already earned 60,000 merits or more, you might actually be
quickest sticking with that.
Remember also that you unlock every module eventually, but your Power bonuses are what they are and unique to the Power, so in the long term (i.e. if you have enough Prismatics stockpiled or repurposible to last a couple of months of new ships) you might be better picking your Power based on those and not worrying about the module taking slightly longer in the short term.
