How to hand in Ram Tah's Guardian Structure materials etc?

I got the message at Meene, I ran to COL 173, HD 63154, Synuefe EU-Q and did what was needed to be done.

Back at Meene I see no Phoenix Base.

Am I to assume that this cannot be handed in until you unlock Ram Tah as an Engineer? If so then this mission needs to be updated to indicate that requirement.

I'm not sure what the answer is to this, but I have access to Ram Tah, and there is nothing new on phoenix base as far as interactions go, I'm just 3/5 though, but I will get him to 5/5 and check one last time. I am thinking the article is just color text to get you to get the blueprint segments, then you take them to a tech broker, and Ram Tah has no role in it beyond telling you where to get the blueprints.
