Not sure to be honest.
Go restore power to their settlements. Won't help them much, but you'll have more mats

Pirate Attack seems to wear off in a very consistent 3 days, so there's probably not anything you can do about it once it's started other than take advantage of the consequences.
Stopping it happening in the first place is basically a matter of getting some other Event state to apply to that faction first ... doing lots of bounty hunting for them (no need if it's within 14 days of the end of their last Event state) is probably the most straightforward.
