Newcomer / Intro How to identify abandoned settlements on Sys map?

I had this exterminate 'X Cartel' foot mission. So using the system Map POI, I visited those settlements marked as owned by X. But they were all powered down and abandoned.

Is there a quick way to tell from the maps if a settlement is active or abandoned?

Indirectly. If the faction has a negative state (like Civil Unrest or Infrastructure Failure) their settlements are more likely to be closed. That's all I've figured out, but it helps.

Criminal factions are getting a pounding in Ody as they are the only "kill lots of peeps and loot their base without getting notoriety" type missions. As a consequence, you'll find a lot of these factions are toast and their bases abandoned.

Before accepting, check Inara for negative states as advised by Codger. Also, if they are 1% INF they are almost always abandoned bases.

Despite not being able to complete your massacre mission, you can always power up the base yourself, loot, and retrieve your power regulator. So its not a total waste.
