You'll need Horizons DLC if you don't already have it.
-Gain access to either Felicity Farseer or Elvira Martuuk (Google if needed).
-Farm up some basic materials to level up your chosen Engineer & the materials to apply a Grade 5 FSD Range Increase Mod (https://inara.cz/galaxy-blueprint/2/)
-Go to one of the above Engineers, level them up and then apply the mod.
-Jump further.

Jump Boosters come from Synthesis (http://elite-dangerous.wikia.com/wiki/Synthesis)
You farm up the mats using an SRV on a planet, and then synthesis the item to increase your next (one) jump.

first you need the right ship, then the right FSD which is usually an A graded one.
Now to reach 33 Ly you'll get maybe some Options.

A) reduce mass to the bones. A really stripped down Anaconda can jump 40 LY without any tricking.
B) Engineer the FSD. May take time and can end in a grind.

Answer the question why do you need it? I went to Colonia and Sag A* in a 25 LY Phyton with ease.
I took my first trips out in an ASP Explorer named Shai Hulut which was jumping around 30 LY
without engineering, but with shield and weapons attached.
If you want to take you ship to the most outer ends of the galaxy than jump range is a must. in
All other cases it can get traded in for some other comfort you might need out there.

The newtron star chargin will overcharge the FSD while riding the jet stream of a white dwarf or newtron star.
It is damaging your ship when riding the stream but pushes the jump range by up to 400% for the next jump.
Riding the newtron highway will require probably an AFMU or two to have on board to repair most of the damages.
Be aware hull and Powerplant can't get repaired with them.

Using sythesis and injecting materials into the FSD improves jump range for the next jump as well. But if used quite often
you will need SRV and planet riding times to restock materials to use that jump improvements further. Range of increase
is here 25 to 100% for one jump. Note: this is not to be stacked with Newtron star overcharging becuse the injection effect
vanishes as the material do.

What is CRITICAL to remember: if you wind up out of supercruise inside those jets, it is LETHAL. If you hit the star in the wrong spot, it will drop out out of supercruise inside the jet, and you'll get fried. Enter the jets while pointed AWAY from the star. (Neutron stars are bigger than they look, but if you land on one outside of the jet, it's just a normal emergency-exit).

Even when you do it perfectly, your FSD will still take a small amount of damage. Bring an AFMU to repair it. (They're also nice to repair anything but the AFMU itself, the PP, and the hull).

Your AFMU can run out of charges, bring an SRV and/or mining laser to harvest materials to replenish AFMU charges.
