Ok,
first you need the right ship, then the right FSD which is usually an A graded one.
Now to reach 33 Ly you'll get maybe some Options.
A) reduce mass to the bones. A really stripped down Anaconda can jump 40 LY without any tricking.
B) Engineer the FSD. May take time and can end in a grind.

Answer the question why do you need it? I went to Colonia and Sag A* in a 25 LY Phyton with ease.
I took my first trips out in an ASP Explorer named Shai Hulut which was jumping around 30 LY
without engineering, but with shield and weapons attached.
If you want to take you ship to the most outer ends of the galaxy than jump range is a must. in
All other cases it can get traded in for some other comfort you might need out there.
The newtron star chargin will overcharge the FSD while riding the jet stream of a white dwarf or newtron star.
It is damaging your ship when riding the stream but pushes the jump range by up to 400% for the next jump.
Riding the newtron highway will require probably an AFMU or two to have on board to repair most of the damages.
Be aware hull and Powerplant can't get repaired with them.
Using sythesis and injecting materials into the FSD improves jump range for the next jump as well. But if used quite often
you will need SRV and planet riding times to restock materials to use that jump improvements further. Range of increase
is here 25 to 100% for one jump. Note: this is not to be stacked with Newtron star overcharging becuse the injection effect
vanishes as the material do.
