How to keep toilets clean??

I'm doing one of the scenarios and a big problem for me is the toilets. How do you keep them clean??? I have all toilets in workzones and both a mechanic and a caretaker in each workzone, but all my toilets are always on very low cleanliness. I have tried moving the assigned caretaker to it, but he just walks away. I have tried the "call mechanic" button, nothing happens. I have tried closing them to give my staff time to clean it, but no matter what I do they just seems to ignore them! I have to replace all of them regurarly wich cost me loads of money.

What did I miss, how the heck do you clean them???

Cleaning toilets is a caretakers job, repairing them if they break is a mechanics job. If your caretakers are not cleaning them double check to be absolutely sure caretakers have them in their work zone and also make sure your caretakers are set to clean toilets in their work duty list (on each individual caretaker).

If you are on the career scenario named "Bailing Out" that takes place in the Yamaguchi Prefecture Tranquillity Zoo, unfortunately some of the pre-placed toilets are simply not accessible to the staff and replacing them with another in the exact same position is still not accessible. I deleted those particular restrooms and left them as empty spots as the map had far too many toilets anyway..

Replacing them shouldn't cost you anything, by the way. When you delete one you get a full refund so deleting and replacing should be a net zero to your income.
