There is, honest. There are an awful lot of keybinds and one is FSS. Mine is bound to #, but I did that myself.

SO, many guides show presence of this key in settings right in FSS "folder" of controls and also they say FSS IS IN EVERY SHIP, but I DON'T EVEN HAVE THAT KEY THERE and if they MOVED IT SOMEWHERE ELSE WHY TF THEY DID IT

Please check your control setting. From 3.3 update Elite has 2 mode: first combat, second analisys mode.
During review control setting, you can set key for switch mode, I suppose it can be key <m> after april update. In same part of control list you can set all control for FSS. In english this section of control setting named Full Spectrum system scanner.

Yes it got moved in the 3.4 patch, so now:

"Enter FSS Mode" is in the Mode Switches section* of your controls page:

* ... although "Leave FSS" is buried in the Full Spectrum System Scanner section. o_O
