Powerplay Faction: Aisling Duval How to power play

Hi!
I'm currently working for Aisling Duval and need some help explaining what to do.
I'm picking up fortify materials from Chelomey Orbital in Cubeo (piont A) and taking them to systems with good income and below 100% fortification (point B)
When I get to point B and drop my materials I can see there are materials to pick up.
What can I do with them?

Note that there are systems that must NEVER be fortified

The materials you found at point B are preparation materials and would normally be brought back to Cubeo but there are *no* preparation targets in this cycle. Instead please vote for consolidation if you can.
