I know that first thing I gotta do is deploy my scoop. But how do I 'scoop' it up? I assumed I just slowly go towards and be under 40 speed but even when I approach at 5 speed it just bounces off my ship. So what am I doing wrong here?

nevermind. I was doing the mining training program, and missed an instruction. I able to do it now.
If you go mining in a Sidewinder, you can scoop up the fragments pretty quickly when you get used to it. Laser about 10 fragments at a time. Any more takes too long to collect them and some will expire before you get them. Don't leave until your refinery is full too. That gives you an extra 4T to sell. After a few trips in the SW, you should have enough for a Type 6, which is a really good starter mining ship.

It is a good idea to learn how to scoop manually without using limpets. You target a material or capsule or mineral etc. slow right down and use the HUD display, bottom left, to fine tune your approach. Remember that the hatch is out of sight when scooping. It is good fun the first couple of times but limpets are the way to go really.
In the right ship and with a bit of practice it doesn’t take long to scoop manually. Here’s a video from 2018 where I am scooping in my Chieftain. I didn’t put all pips to engines in the Chieftain when scooping cause it allowed me to be more precise (maxed out G5). First scooping starts at 03:20:
