How to provoke population growth/boom?

so i know trading, especially high-value stuff, can marginally impact system wealth, trade missions more-so, how, if any, way is there to provoke a system itself to grow? (long term goal here is to maybe see a station grow from an outpost, or a new station or 2 in a system thats sparsely populated currently). only ask because long-term id like to help my little niche area on the fed/empire border actually grow.

(is it just trading in food products? because as it stands, the highest population systems ive seen in the game are agricultural, usually magnitudes higher in population than anything else near them. if its foodstuffs you gotta trade in for that, thats sad, because foodstuffs are near-zero profit :/ )

I think the reason high population worlds typically are agricultural simply is that as you put more people in a space habitat, the cost per capita of sustaining life increases exponentially. The easiest way to house billions of people are on planets that are self-sustaining.
Planets where life is self-sustaining also happens to be the only place where large-scale agriculture is possible.

For increasing population, I think the best way is to cause a boom since that is supposed to increase population (I guess that it is emulating people immigrating from worse off systems). Maybe every system where things aren't really bad also has a slow population growth, I'm not sure.

For new stations, I don't think that can happen spontaneously yet, and I've not seen a dev injected event of that type, but it should at least be possible in the future.

sad, just stopped in the region im in because its the only place that has a good diversity of market types within accessible reach of eachother, but 9/10 of everything here is an outpost, only real station is the one i base out of in the central hightech system, ive heard a few players talking about stations popping up in newly colonized systems, so figured that HAD to include a pop-change, was hoping maybe it was up and running for other systems too.

then again, right now, without a couple hundred people doing the same thing all day, youll rarely even see a couple percent values change it seems, and eveen that seems to be "too much influence" according to some devs. it seems lately every time i see a dev comment, just makes me want to log back in to EVE online and my real dynamic universe.
