If you are at the HQ, you should be able to pick up more. Depending on what rank you are, you are only allocated a certain amount at a time. (rank 2 with Hudson, I am allowed to pick up 15 units at a time) There is a timer though. I think its 25 mins or something. You have to wait 25mins before you are allocated more. You can, however, shell out credits to "fast track" and be able to pick up more right away
