I was trying to pledge myself with a leader but there's a greyd out bar that claims my elite rank isn't high enough. How do I raise this rank?

what rank? there are 5 of them, Combat, trade, exploration plus 2 faction ranks for empire and federation.
to raise your combat rank you kill wanted ships or opponents in conflict zones, to raise your trade rank you buy/sell things and to raise your explorer rank you turn in exploration data. the faction rankings are increased via missions found on the Bulletin boards of station and are marked as such.

I guess all you have to do is raise your rank in one of those, I just killed a bunch of wanted ships
What you need is at least rank 2 or 3 in one of the Elite ranks (Combat, Trade, Exploration).
You can raise your combat rank by destroying ships. It depends on the number of ships destroyed. Additionally, earning credits from combat also boosts your progress.
You can raise your trading rank by trading or smuggling. You need to attain specific targets of money gained (you can spend your money, don't worry it only depends on how much money you generated).
You can raise your exploration rank by selling cartographic data. It depends on the total value of the cartographic data you have sold.
