How to submit Community Goal reports

I've signed up for a Community Goal in HIP 90578, at the Trailblazer Echo station, where they want exploration data on terrestrial-type planets.

And I'm not sure what's happening.

Apparently, people who sign up get a free DSS with expanded probe radius, so I uninstalled my existing DSS with expanded radius and left the slot open. Turned up at Trailblazer and signed up. No DSS was given me.

I then launched and did an exploration flight where I did a full system scan in a system more than 20Ly away. Came back to Trailblazer, no way of submitting the exploration report as the Universal Cartography office is in lockdown due to some bounty hunting thing or other.

Also, there was a message on my comms panel about bounty hunting in that same system in order to bring it out of lockdown.

So, a) how do I submit my reports; b) how do I get the free DSS module; c) is it like normal bounty hunting in that system where you just shoot Wanted ships; d) Are the two situations (exploration and pirates) interconnected?

Hi, I just used a normal byable DSS, no special one. You need to Sign in for the goal under the mission board > Community Goal on that ship /Trailblazer) BEFORE you sell the cartographical data. thats important!
Tip: If you using tools like inara and look for terraformable planets with that, then scan these with the DSS you will get more credits and therefore more points for the goal when submitting the data.

Dont know about the lock down though, when I submitted my data it was not in lock down.

You can’t hand in until the lockdown is over, when it is hand in to Universal Cartographics at the station after signing up for the CG.
You get the DSS in your outfitting storage after the CG has ended as long as you have handed in at least one counting scan.
Bounty hunting in that system or others controlled by Brewer and cashing in the bounties at the megaship as normal will help restore normal service, missions aren’t compulsory.
The situations aren’t directly related but it is a very low population system so any activity there will presumably have a more significant effect.

Ah, right. Thanks aRJay, that makes sense. I did wonder if that would be the case. Only thing I was completely mistaken on was that I thought that the DSS device was provided to the pilot before their first survey mission so that they would have the tools. So I will indeed go ahead like E@gleEye says and use my own DSS.

Glad I read this post. I forgot about the systems having to be more than 20Ly away.
I'll do another round further away. Are FSS scans enough or do they need to be DSS?

FSS is fine, but as above the system is currently in lockdown so Universal Cartographics has been suspended, so you cannot submit data.
FDev have extended the time until Tuesday, however unless there is a set time after which lockdown ends the situation doesn't seem to be getting any better. INARA suggests the opposite, with Brewer Corp taking a bit of a beating.
