So, I find a USS and come out of SC and find a ship. I get up close to the ship and on Comms it says something like "Want to trade in ......" (Or buy or something) How do I do that? I believe it was possible to offload cargo with "Seeking Luxuries" by getting up close. Is this how to do it?

Yeah, you just carry the cargo they buy, and get within 300 and they'll auto buy.
No. You can only sell stolen goods via a Black Market.
Seeking Luxuries will only buy performance enhancers from you, at the top price. I've never seen them buying anything else.
Go, buy some and come back. Upon arrival you will see a message that the trade was done already, your cargo emptied and money in your balance
