Engineers How to unlock an Engineer when you already meet the requirements?

I'm in Colonia for the first time since Odyssey. I'm trying to unlock Baltanos by becoming 'friendly' with The Colonia Council. Thing is, I'm already actually 'Allied' with the Colonia Council.
So what the hec do I do?

I've just completed an on foot mission for Colonia Council hoping it might trigger it into realising I already meet the criteria but it hasn't worked. Any ideas please? Thanks/
