How to unlock Mel Brandon?

I had got highest relationship with Colonia Council but there are no invitations of Mel Brandon. What's wrong? Tried relogining and changing systems but there is no message.

You need to look for an invitation mission.

These are only available from the Colonia Council faction in the Colonia system, and don't always appear - if you fly back and forth between Colonia Orbital, Colonia Hub, Jaques Station and Dove Enigma then you should find one fairly quickly.
