I thought I had enough mats to begin some engineering. Turns out I dont and I cant trade higher tier of another category down. Big bummer. I need sulphur. Where to get?

Sulphur is literally everywhere. Either scan some planets that contain a decent % chance, preferably with some bio or geo sites to make it a little easier to find larger groups of things that might spawn it, or just drop onto the surface anywhere and start driving around shooting rocks.
Alternatively (and IMO, the better way) trade down some higher grade mats. A visit to the crystalline shards sites is where I do all my raw mat shopping, though it's a bit of a trek at 1500 LYs out, but you can fill all your high grade bins to max and then trade some of them down and get everything you'll need.

You get it for nothing along with a load of others when you go laser mining for painite or similar, so make money while you get it.

Go to Elite Dangerous Data Base (EDDB) and click on the link marked "Bodies." From there you can search for the raw materials that you're looking for. When it asks for your current system I have several different systems I use to find the nearest place with the highest percentage of the material I'm looking for.
