Hub Access Datalink on space stations: where?

Hi. I've scoured the internet and can't find an answer for this specifically: where do I find the hub access datalink on a space station in order fulfill a kill contract?

Does the '+' next to a space station name signify something (image attached)? Like, should I be landing on a planet and accessing a node there?

This is driving me bats. Any help would be really appreciated.

You find them at planetary settlements. You can scan them with the data link scanner, either from an SRV or your ship.

On some missions/settlements, they won't resolve as a target until you get within 50m of them, so you'll need a small ship and put your nose right on them if you don't want to use the SRV.

They generally look like the terminal in this video:


This is a settlement scan mission rather than a "find out where your assassination target is" scan (I generally don't bother with those - if I want to kill someone I'll take a mission for someone I can find in space, and if I want to do a settlement hack I'll just take a settlement hack mission) but the beacons use the same model.
 
So I just find any landable planet or settlement anywhere in the system at all, go there, do it and leave?

Well, no, you have to go to Coats Camp. Like it says in the mission.
Edit: is your mission destination Albicevci, by any chance? There's a Coats Camp there.
