Newcomer / Intro Hull breach attacks

I've moved up to Combat Zones and after my shields are down I'm suffering from Hull Breach Attacks regularly, usually I end up loosing lasers and cannons.
I assume this means the npc has targeted these modules? How do I counter it? A module reinforcement package? Bi weave shields?

Stronger shields would help in so far as it will take the NPCs a bit longer before they start damaging your hull.
Bi-Weave regen faster but are not as strong as equivalent A rated shields.
Prismatic shields are stronger than A rated, but regen is very slow...also you need to do Powerplay for 3-4 weeks to get them...and they are hideously expensive.

Module and hull reinforcement packages will certainly help once your shields drop.

And, of course engineering your hull and HRPs also help.

NPCs never deliberately target modules. That doesn't mean they can't hit them, especially if the module happens to directly line up with the centre of your ship at certain angles.
 
Both really useful comments thanks. I'm finding myself in combat heading straight at the enemy then losing lasers. That makes sense. So the problem is engagement. Recently I've been taking on Vultures in a Vulture the problem I'm having is getting into a good dogfight. I end up just running straight at them as they do the same to me. So I'm struggling to get behind or on top.
 
Thanks again. I've bought a second PDT, that would probably help. Shield cell banks are something I've not experimented with yet.
